Im sure Ive seen one somewhere but cant remember where - and not having much luck with the search terms.
After a mod that will let me create a static page through the admincp, this page would be HTML based
The page could then be added to the NavBar.
(would also be nice for users to click on a rule/agreement page before seeing this, but I can bolt that on myself after I guess)
