"Remote file uploads have been disabled."

Everytime I try to use an avatar it gives me this

"Remote file uploads have been disabled."

How do I enable these settings?

If I'm not mistaken, I believe it's a php.ini setting. Where do you get the error?

Well I am getting the error "Remote file uploads have been disabled." when trying to upload a file from a remote location in the attachments window.

I don't believe that I even have access to my php.ini file. Are you sure this is the way to fix this?
