How do I turn latest topics into a scroll like VBulletin.org does?

On this link: https://vborg.vbsupport.ru/showmods.php?vbversion=36 the latest topics (to the right) are viewable via a scroll.

I would really like to do this with my vb but haven't a clue how to do this.

Does anyone know how this is done?
