How do i center Nav Buttons

Simply trying to center all the navigation buttons on each page.

I accidentally ran across a thread how to do this and it was SUPER simple. Took like 2 seconds. Ive spent literally almost an hour searching and i cant find it.

After upgrading to 3.6 I lost that functionality.

Can anyone help a noob out?
