2 Simple Questions

1) Was the skin of this forum privately made/purchased? If not, where can I d/l it from?

2) How do I reduce the distance in between all my page tables? I have gone into the default Style and changed cell padding to a lower number, but it didn't seem to work. Is there something I missed?
