New on vbulletin

hey i am new on vbulletin and need help here it comes:

1. how can i make a rule page there member can go and see the rules?

2. how can i do so you must have made like 10 posts in the forum and been member for 5 days to post and see links in one forum?

3. how can i fix so if i go in to a forum you only see underforum not this place there threads shows?

4. fix so subforums shows on index like this:
Announcements (10 Viewing)
Read and discuss all vBulletin.org announcements in this forum.
Sub-Forums: Modification of the Month, Board of the Month
??

5. how can i fix a Java Chat?

6. Were can i download smilies?

That is what i need help with right now maybe i need help with more later. I hope someone can help me.

1. there is a rules modification here
2. user promotions (Page In Manual (http://www.vbulletin.com/docs/html/usergroup_promotions))
3. Set the forum as a category in the forum manager (Page In Manual (http://www.vbulletin.com/docs/html/forum_add_forum))
4. In vBOptions > Forum Listing Display Options Change the Depth of Subforums to 1 or greater.
5. Have a search, there is vBXirc and another one whose name I can't remember.
6. Modification > Graphics > Smilies

ok thanks but when i make it to a category it seen different i want it to see like a forum i know that that is possible have seen other forum with that.
and you know were the rule modification is?

to change the forum to work like a category but look like a forum will require some template editing, either to forumhome_level2_nopost or to forumdisplay depending on how you want to go about it.

i fixed the forum thing i just make it to a category and then hide it and make a new forum that is a link to this category :) but i need help with the chat i have it here: http://drazonia.com/forum/javachat.php and if you go there i think you will see what the problem is.
