Moderators can access forum when not active. (3.0.7)

im looking for a hack for vBulletin 3.0.7 - I'm pretty sure it exists, but I just can't find it.

I want to allow moderators to access the forum (like Admins) when the forum is closed (not active).

Could somone link me to the hack?
