Create plugin XML?

Is there something that I am missing, some tool that allows you to create the XML files?

If not, is there somewhere that lists the format/tags?

In a related question, how do I create a section in the admin so that I can edit things for my plugin?

When you export your plugin/product, it automatically generates the XML file.
