How to make a tool bar.

I want my forum on the top of the tool bar which it is on the home page. But once I click forums.. it get rids of the tool bar. I want the tool bar to stay there like this site. How there is a "Home" "Forum" "Mods" "Chat"

Can anyone help me?? :(

That's just a clever use of graphics in the header template here. The images are links, and they're aligned bottom-right. Here's the code that sets it up:
