Welcome e-mail to non-posters sql query/mod?

Is there a sql query or a mod available that would allow me to re-send the welcome e-mail to members that haven't posted yet?

AdminCP => Users => Send Email to Users :)

But create first a new user group based on the Registered Users group. Then create a promotion from the current Registered Users group to the new one for all users with one post ;)
