How to add a downloads forum?

I am running a sewing vB board, and we offer many free patterns for members. I have downloaded the Links and Downloads Mod, located here:

However, I would like to offer downloads in posts, as is done here. What program/mod is used here, and is it available to regular folks?

There are multiple versions of this mod:

GARS: vb.org installer/release add on (https://vborg.vbsupport.ru/showthread.php?t=108515) (first you need to install GARS (https://vborg.vbsupport.ru/showthread.php?t=108514) (Lite edition, free), you can only transform 1 forum to a release forum with this, if you want to transform more than 1 forum, you need to purchase GARS (http://www.thevbgeek.com/))

ecRelease (https://vborg.vbsupport.ru/showthread.php?t=104153) (Beta, there are known bugs, not supported and updated for a long time)

The one used here, on vBulletin.org, is custom coded for vBulletin.org only and not available for download.

Yes, it uses the user groups system, so you can choose who can add downloads and more ;)
