Quick reply problem? How do I...

Hey I have a problem with my quick reply box. You have to click on a quick reply icon in a post to activate it. But i want it active all the time, like for example, it is on this forum.

Do i need to modify something - or is this as simple as changing a setting?
Im using Version 3.5.4.
