Help from the coders please - where do i start???

I am the admin on our forum that looks after the back office (acp) and all that goes with it (including the template modifications) however as I find more hacks and discover what can be achieved with a vbulletin forum I have been hasseling my poor programmer to such an extent that I am going to get access to the server to make the alterations myself - so its back to school for me but my question is this:-

Where do I start with learning to write code?

I know the forum is in .php but since then I have seen HEX and css mentioned and are these different to html or is that yet another code? Please can you guide me to where to start?:confused:
