Cant edit NAVBAR Template

I get this error when trying to update or edit my navbar template in Navigation / Breadcrumb Templates:

Forbidden
You don't have permission to access /admincp/template.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Any idea on how to fix this?

Yes. all permissions are set to where I can edit anything on the site. but i still get the error. anyone?
