My admincp directory is in my www folder. Do I put the files that I have for the arcade in there, or the root directory?

the arcade folder goes in the same folder as your forums, so if your forums are in your www folder, then that is where you put your arcade folder.

You should not think about adding modifications to your vBulletin if you don't know such basic things... sorry, but if you are not aware of what you are doing, you shouldn't do it

the "root directory" is the main folder on your FTP/website
