Ok what i wanna do is change the text in the registering agreement. how do i do that? can anyone help?

In your AdminCP go to Languages & Phrases > Search in Phrases.

Enter forum_rules_description in the box and check the second option (search by variable name only). Click search, then edit on the result given.

You can add your own rules to the bottom box, or you can copy the ones from the top to the bottom by using the button provided so that you can edit these accordingly.
