How EXACTLY do i enable remote attachments?
It keeps telling me they are disabled but i cannot find the function to enable them. I have searched but found nothing on URL upload.
I ask because i have a file i uploaded that is like 700MB that needs to be attached ( so only those with permission can download )

You don't. Remote attachments are used via the URL codes.
Your file is way too large. Sorry I ca'nt be of any more help :(

even if we increase the setting to 1000mb in php.ini , can we have something where the attachments can be done via the remote url.

Do you mean upload an attachment via a URL? vboptions > message attachment options > attachment URL Inputs.
