My members are complaining that they cant add avatars....Is there a reason for this? Did I maybe on accident turn something off?

Possibly. What you've posted, though, isn't an Article or Tutorial. It's also not related to vbulletin customizations, so you should perhaps ask on vbulletin.com itself.

But just to be helpful: in your AdminCP, go to vbulletin options. User Profile Picture. See if you have avatars enabled or disabled.

I fixed it, it was a problem with usergroup permissions :)
