Would like an automated notice to be emailed and PM'd for Usergroup Changes..

I know there just has to be a way to do this but I haven't quite figured it out. Can someone give an idea.

What I would like is to have a "welcome" letter emailed and pm'd to a user when their user group has changed.

Can someone point me in the right direction?
