Limiting repeating characters

Is there a mod or an easy way to limit the use of certain characters. For instance, was to stop post iwth titles or bodies that contain repetitive ! signs? (ie: !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! !)
