how do i create subfourms like this.

That is done using this mod (https://vborg.vbsupport.ru/showthread.php?t=91299&highlight=CSS) and setting your subforum dept to a minimum of 1 in your vBoptions > Forum Listings Display Options.

How do you create it so it goes down instead of side by side?

in the CSS setting you create set the width to 100%
