Navbar, just search in it for quicklink and I'm pretty sure it should show up, if you have any questions feel free to ask.

in your navbar template find</table>
</div>
<!-- / user cp tools menu --> and add your new links above there in the format<tr><td class="vbmenu_option"><a href="link">label</a></td></tr>
