I guess it's custom, and it's a html style not a vBulletin style too.

That site isn't even powered by vBulletin. Thats something like drupal with a custom skin.

Ummm, if you mouseover the links...they lead to a different page. Everything is being redirected. BTW, The skin that post is referencing is attached to the thread at the bottom.
