How do i create a plugin that will allow me to call a php page inside one of my templates?

Example:

I have a info page (extra page) and I want to show a page from another website.

how do i do this? php includes does not work on the info page.

Look in the tutorials section of the site. There are tutorials that explain how to call templates via a php page.
