Make style default for 56k users?

How do i make a style be default for users that are not blessed with broadband?

If you want the forum to automatically determine the user's bandwidth, I wouldn't know how to do that.

Yeah i spose this is really what i would be looking for therefore it would then select the style for the speed!!
