Ok This is what I am looking for.
There is a lot of forums I go to where there is a home page before you get to the forum. How can I do that with my site? do I have to Buy more vbulletin software to build another Page to ad to my forum?

I notice at the Bottom of the home pages I visited It has Powered by vbulletin.

Thats Why I ask.

I sent Vbulletin a email asking them and here is the email I got from tech support.

Most likely these sites are using a portal. These are third-party addon
systems.
I recommend you check on www.vbulletin.org for such software.

The most popular portal available at the moment is vBAdvanced (www.vBAdvanced.com). It is currently a free script and integrates with vBulletin. It is also easy to customise using the extensive options that are built into the adminCP for it.
