Forums:
AdminCP => Forums & Moderators => Forum Manger => Add or edit a forum => Allow HTML => Yes

Signatures:
AdminCP => vBulletin Options => vBulletin Options => User Profile Options => Allow HTML in Signatures => Yes

User Notes:
AdminCP => vBulletin Options => vBulletin Options => User Notes Options => Allow HTML in User Notes => Yes

It's not recommended to turn on HTML for all forums, ... That's dangerous ;)

This is also a question about vBulletin in general, not about modding the vB code. So it's more a question for vB.com (http://www.vbulletin.com/) :)

Yes, have a look at the Allow Usergroups to Post HTML (https://vborg.vbsupport.ru/showthread.php?t=96926) mod ;)
