Move "What's Going On" pane...

Hello, I searched for something similar to what I am wanting to do with not much luck. What I want to do is move the "What's Going On" pane from the bottome to the top, just below the navigation bar.

Is this something that can be done easily?

I have migrated from phpBB2 so I am still trying to get used to vBulletin scripts.
