changing the 'custom user title' permission globally

Hey guyz,

by default the 'Custom User Title' is set to 'No', so that members can't have a custom user title.

I would like to change this to Yes [admin set] for every user.

I thought there might have been an automated query to do this, but I couldn't see one.

Anyone know how?
