How do I prevent "[b][/b]" Shouting?

Well, we're able to prevent the upper-case message to be sent. Yet someone can easily Shout by writing in bold characters in every characters of his/her message.

How can I prevent it?

No, I didn't mean that.

People should go on stressing some words with bold fonts. Yet, I don't want my members to "shout", by writing all their messages with bold characters.
