Installed base of v3.0.x vs. v3.5.x?

First post - I am interested in developing hacks/plug-ins for vBulletin -

Trying to decide whether I should target vB3.0.x or vB3.5.x

Obviously there is appeal in the plug-in system, in not having to touch the vB distribution source code, but how many forums are still running v3.0.x vs. v.3.5.x?

Are there any popular strategies for developing plug-ins that work in both v3.0.x and v3.5.x, or do you pretty much have to pick up front?

There are massive differences in the code between 3.0.x and 3.5.x so I'd go for one or the other, and as 3.5.x is the latest version tree then that's probably the best branch to take.
