None edit signature & Avatar?

Hello,

Is there anyway of making a members avatar and signature uneditable?

If I get a member who feels like advertising all the time and I would like to edit their Avatar and signature and add a pic or text saying:

I MUST NOT ADVERTISE ON THIS BOARD!

And have them not be able to edit it

is there anyway to do this
