Is it possible to allow a moderator to manage the users in a group? Basically I was hoping to allow certain users full control over a sub forum and let that user dictate who is allowed to view their forum. Is this possible?

You can do this via public joinable user groups and setting a moderator as the user group leader who then can approve or deny the join request. Then have it that the new usergroup has permission for a forum that regular members don't have. Once the request is approved, they will then have access to the forum within the hour.
