As per our site rules, plugins, hacks, template mods etc, all must be hosted at vBulletin.org

Interestingly, I don't think it actually specifies that in the rules, the closest I could find was this ;
* Modifications must be uploaded in a .zip file
Which isn't true anyway as it was agreed that single file hacks could be txt/php files. :)

I am sure he didnt mean to infringe on our hack "rights",
We didnt release it here because we also thought we had to host the file here, and we wanted to keep the file on vBulletin FAQ (http://www.vbulletin-faq.com) - is it permissible for us to post the hack as it was since we are the authors?

While that is true, I don't recall him posting the file nor saying it was his. I think his efforts were for the best interest of the community. We meerly posted to please tell other folks about this vBulletin Plugin if they like it. The post in question was the result. Not what we expected, but we are pleased that he is so satisfied that he would want to tell the whole vBulletin.org community.
But that is not to say that the points you make are invalid. I'm just certain there was no bad intent meant toward us or the org. He's just a happy vB admin.
