Some forums I know have a level system that gives the user a user title(the level's name), and sometimes even a fancy colored username for reach level. These levels are based off user activity and post count. It's pretty neat because the level names can be based off what the forum is focused on. Like my site and gaming.
My users loved this feature when they posted at another forum because the admins choose the levels anonymously and they never knew which ones would appear.

Not quite, this would be based off Post Count and User Activity. It would up their level when the user reaches a predetermined criteria determined by the admin. So each level is a little suprise for the forumite.
Seems like User Ranks may work... But it isn't as powerful as I would like hmm.
