Stop new members posting URLs...?

Hi all

I wonder if anyone knows how to disable the posting of 'live' URLs unless a member has posted at least a certain number of posts.

For example if I set the limit to 10. Then a member, who only has only made 5 posts will be able to post a link, but it will come out as plain text, rather than a live url.
