i was told vbulletin makes a plug in called vb portal, which is used as an index page. anyone know where i can download from? cant find any info on it anywhere.

They are NOT the same thing, just "alike" to a point. I personally use the vbportal system available here (http://phpportals.com) and while its true there's a fee, its very small, very affordable for what you get. Support group and users are top-notch and helpful. The system works pretty darn good.
Vbadvanced is good too.. sure, its free.. but I won't try and sway your choice... you can run BOTH of them on the same site and choose for yourself.

You need only "look" at the index page of either system and see for yourself that they aren't the same. Close, but no cigar.

Erm, I look at both web sites and see they are BOTH CMS's

As it happens I do have a vBPortal license, but that has gone to waste simply because of the hardship involved in running it (well documented!) and vBAdvanced quite simply just integrates faultlessly. (you owe me a fiver Brian .. :D)
