I don't know a mod like this.

The only mod I can think of is the Bump Threads/Make Threads older (https://vborg.vbsupport.ru/showthread.php?t=97165) mod ;)

But it can only bump a thread without having to post in it, the thread doesn't remain on the top of the page.
