You should be easily able to get that look with a prepackaged index page like vbportal or vbadvanced with template modifications.

Generally I stay away form pre-made portals but I have to say that vBadvanced is a good product. It intergrates so well with vB and the possibilities are endless. It takes so much out of the coding that it allows people like me who love templating to concentrate on that. I'm heavily considering to use it. :)
