Tabs located on top of this forum?

Folks, does anyone know how/what I should do if I want tabs on my site as well? Referring to the 3 tabs on right hand corner (home, forum and chat). Thanks.

Wrong forum mate. But I'm assuming it's done with a combination of Javascript rollover effects, HTML tables and custom images mae in Photoshop.
