Grant access to vB-Code and graphic links to a special group only?

Hi,

I want to set up a new group. All users in this group are allowed to use vB-code and are allowed to use "Insert image".
All other users, which are not in this group, these 2 things are forbidden.

Does any one if/how this can be done?

Or if anyone knows about a plugin or hack, please let me know.
