Seems that the 'Bot' is an actual member - Bots usally post predefined responses and information but GovBot is interacting like a member.

No hes a bot...all his posts instantly respond...the only thing thats not written by "him" is that first stickied thread I think...

I think it's a custom port of the vB3.0 bot. As far as I know there aren't any for 3.5 yet. You might want to contact the GovTeen owner to see if he's willing to release the code.
