Attachment space limit per user?

Hi

I have had a pretty good search around on the admin control panel and in this forum for an answer to this but cant find it.

I can find the total size of attachments on the server option which is useful but ideally I would like to set a per-user attachment size limit. Can I do this? Do i need a plug-in?
