Change Format of User Name in User CP?

Is there a way for users to change their format of their username but not change the username itself. For example:

VbulletinRules88

Changed to:

vBulletinrules88

Just caps and lower cased are changed.

Well technically that is just a username change, so either let the admins do it, or you can use a hack like my Username Manegement.
