How do I make threads "only"

I will make a (sub)forum where people can start a thread but where it is not possible to give a reaction.

Is this possible in Vbulletin?
And if so, How?

User groups >> Forum permissions >> Edit >> then click no to can reply to own threads/can reply to others threads
