Hi, yes... this is what i do, this may help you may not, anyways...
Firstly decide "Is this gonna be a Light or Dark style...?" - Half the battle! - Then choose a good 2 colour combination for "First Alternating Color" & "Second Alternating Color" once you have those right you can go from there using various shades from those two colours for the rest of the css styeling.
Try not to modify any templates if possible, maybe the header but i find the less templates modded the better for the user (hacks & updates etc), also try not to use too much in the way of graphical files (.gif, .jpeg etc) for styles... keep this to a minimum as this will speed up the delivery of the vb pages to a user.
If you are going to use extra graphics then make them as optimized as possible.
You'll be surprized at your results, it's just a matter of trial and error at times, with a little practice you'll be knocking out wonderfull eye catching skins in no time, good luck!

If you have little experience in creating styles in vB.
Then i would recommend reading the vBulletin Manual (http://www.vbulletin.com/docs/html).
Check the Styles & Templates (http://www.vbulletin.com/docs/html/styles_and_templates) section specifically.
Also read the vBulletin 3 Graphics Kit (http://www.vbulletin.com/docs/html/main/graphics_kit_vb3).
You might find those resources helpful.

Wrong about the editing templates part, edit a lot of templates, make it unique!! But yes, try and keep the images to a minimum :)

I dont think wrong as such, yes of course you can edit them to your hearts delight, but for when new versions of vB come out the upgrade process is a snap, especially for new vB'er!
