Final Fantasy has had it's prime, and fan forums have been done to death (quite literally) so it's not going to be easy for you attracting new visitors to register.. However, I'll try and give a little guidance.
The design looks rather dated. Several Final Fantasy sites have used similar blue schemes in the past, EoFF springs to mind for me. Also, it appears to be designed specifically for 800x600 users making the layout appear disjointed to visitors using higher resolutions (1024x768 is increasingly becoming the trend).
There's nothing there that jumps out to me and makes me want to register. You need something unique, if not design then something that other Final Fantasy forums simply can't offer me if I joined them instead. I'd also consider cutting down on the amount of forums that you have, it looks incredibly inactive with the amount that you have - each with only a few posts (backed up by the amount of active members you have compared to registered ones, may want to increase the time for that setting?).
Concerning the forums, if I was starting a new FF site I'd probably have something like:
General Discussion - Announcements can be made as stickies, no need for a whole forum.
Help & Feedback
Classic Final Fantasy - I - VI
Modern Final Fantasy - VII - XI
Future Final Fantasy - XII and beyond
RPG Gaming
General Gaming - Everything else gaming related
Anime
Music, TV & Film
^ They can always be split later as you become more active, and overhaul the site and forums.. ;)
I hope this helps.
