For every user, they can have their own forum.

not recommended ... I believe there is a limit on number of forums you can have -- something like 1000 - 2000 (choose a number-not sure on the exact number)

Why would there be such a limit?
The forumid field in db is unsigned smallint, which i believe could reach to 65535.

all this information will need to be cached from the start ... if you have too many it will bog down the server ... you also have to think of memory resources

Princeton is correct. This question comes up now and again in presales on vb.com and the staff has said that there is about 1k limit on the # of forums you can have.
Theoretically, yes you can have a million but you need a server farm to suppport it.
