I have been trying to fix this for over 3 weeks,and nothing happened.I re-installed the userprofile.php (I think thats what it is called heehee) and still nothing.I am having issues with viewing peoples profile,and my users are to.

Disable all plugins and see if that works.
If not, you may have to revert some templates.

I have gotten rid of all the plugins I do not use any more.It still does not work.....

I suggest enabling product(s) 1 by 1. Once the error occurs, you will need to look into the problematic product/plugin -- most cases you can see if a similar bug has been previously posted on the product/plugin thread.
STEP-BY-STEP
Enable the Plugin System
Now go into the PLUGIN SYSTEM/ MANAGE PRODUCTS and disable all products
Now go into PLUGIN SYSTEM/ PLUGIN MANAGER and make sure all plugins are disabled
Confirm that profile page is working
if so, go back into the PLUGIN SYSTEM/ MANAGE PRODUCTS and enable products 1 by 1 (NOTE: after you enable a product confirm that the profile page is still viewable)
if not, this is your problematic product
you can either uninstall product OR
you can post your problem in product thread OR
you can hire someone to fix the problem for you
If you have not encountered any problems while enabling your installed PRODUCTS.
Go into the PLUGIN SYSTEM / PLUGIN MANAGER and enable plugins that are currently disabled. Do this 1 by 1 and confirm that profile page is still working. Keep this up until you run into the problem.
Once you find the problematic plugin--post your problem on plugin thread.
This is all I can offer you ... anything else will be wasting your time as well as mine.
