What mod is used here for the mods?

On vbulletin.org, the mod description stays on the top of all the rest of the posts even on different pages . . . what mod is used for that? I'd like to incorporate something like that on my website.

Yup, that'd do the job. I don't think it's collapsable, but it's pretty much the same. It doesn't have the bells and whistles of here, but quite simply shows the first post on every page like a standard post. You can always tweak it to your liking though.

Also . . . does anyone know of a way to change the post order in a thread on a per forum basis?

I found one that does that with threads but not the posts inside of a thread. I've been searching vbulletin.org with google and haven't come up with something yet.
